City of Dallas Social Services

The Social Services & Support Program provides emergency assistance to individuals and families who have experienced a temporary financial crisis. Financial services are based on the availability of funds. For assistance, you must either call to schedule an appointment with a caseworker or submit an application to be seen. No walk-ins are allowed.

The Social Services program assists clients with:

  • Utility Bill Assistance (Electric, Water, Gas)
  • Rental Assistance
  • Housing Opportunities for Persons with AIDS (HOPWA)
  • Emergency Shelter Grants (ESG)

Appointments

If you are interested in Rental or Utilities Assistance through the City of Dallas Office of Community Care, Social Services program, you may call our appointment line to speak with a  caseworker, Monday – Friday – 9am- 2pm. The City of Dallas Social Services program is not able to assist people who live outside of City of Dallas’ city limits with Rental Assistance.

Documents Needed

  • U.S. Government issued ID or secondary identification
  • Social Security Cards for all household members
  • Lease agreement or proof of homeownership
  • Proof of household income for the past 30 days
  • Utility bill
  • Eviction notice or mortgage delinquency notice
  • Receipts for bills/expenses paid in the last 30 days

Dallas Rent Relief Programs

The City of Dallas is committed to providing assistance to residents in need of rental, utility or other assistance through the Dallas Rent Relief programs. The Dallas Rent Relief program makes assistance accessible by offering online application portals, telephone application options and through multiple nonprofit partners throughout the community. Eligible clients can receive assistance to cover up to 12 months of rent, utilities and/or arrearages. Submit a request for assistance online, or contact one of our nonprofit partners for assistance.

Programs generally serve clients who are:

  • Low income (earning less than 80% of the Area Median Income)
  • Have a lease in their name
  • At risk of housing instability or homelessness, ie are late on rent or at risk of eviction
  • Have been financially impacted by the COVID-19 pandemic, even if temporarily, such as through increased expenses or loss or reduction of income

Priority Applicants:

We are prioritizing processing of applications from residents meeting one or more of the below criteria. Other eligible applications will be reviewed and processed once applications from these priority applicants have been addressed.

  • Households with earnings of 50% Area Median Income or below

  • Households in which one or more members in unemployed and has been unemployed for 90 or more days at the time of application

  • Households at risk of eviction (an eviction notice has been served and/or filed)

Landlords

Are you a landlord looking to submit a request on behalf of a tenant?

We are also looking to work with landlords with multiple tenant delinquencies to provide efficient service. If you are a landlord with 10 or more tenants with arrearages that are eligible (or that you believe to be eligible for the program), please contact us if you’d like to learn more about. In order to receive payment, landlords must be registered as vendors with the City of Dallas. Landlords can register as a City vendor by emailing CODVendorRegistrations@dallascityhall.com or through the self-service portal at https://vendors.dallascityhall.com/webapp/VSSPROD/AltSelfService

Registration is free. The City utilizes PayMode as a third-party processing service, which offers a Basic and a Premium mode upon registration. Vendors may also request to be set up for direct Electronic Funds Transfers (EFTs) from the City.
